Undetermined
If you are classified as Undetermined, complete one of the two forms to initiate reclassification:
- Residency Affidavit – for students who have a high school diploma (or equivalent) and have maintained a primary residence, for purposes other than postsecondary education, in Washington for at least one year prior to starting at RTC (Please refer to Affidavit of Residency Page to learn if you qualify).
- Undetermined Residency Reclassification – If you are classified as Undetermined and do not meet the Residency Affidavit requirements, you will be asked to complete this form. You need to submit the supportive documentation as part of this process.
Out-of-State
If you are classified as Out-of-State and your residency status has changed OR you believe the Out-of-State coding is inaccurate, complete one of the forms to initiate reclassification:
- Residency Affidavit – for students who have a high school diploma (or equivalent) and have maintained a primary residence, for purposes other than postsecondary education, in Washington for at least one year prior to starting at RTC (please refer to Affidavit of Residency Page to learn if you qualify)
- Residence Questionnaire: Financially Dependent Students – for financially dependent students with a parent who has met Washington residency requirements.
- Residence Questionnaire: Financially Independent Students – for financially independent students who have met Washington residency requirements.
Tribal Affiliation
If you have a Tribal Affiliation, complete the forms below to initiate reclassification.
- If you are coded as Out of State and have Tribal Affiliation - Residence Questionnaire and the Tribal Affiliation form need to be completed.
- If you are coded as Undetermined and have Tribal Affiliation - The Tribal Affiliation needs to be complete. Residency Officers will reach out if other documents are required.

Application Process/How to Return the Form:
- Complete the form you meet the requirements
- If you complete the Residence Questionnaire, you need to submit the supporting documentation
- Return the completed forms (and documentation, if required). The documents can be
returned:
- In person at the Enrollment Services Desk in Building I or;
- Uploaded to Residency on ctcLink (please notify residency@rtc.edu if you upload) or;
- Emailed from your RTC student email to: residency@rtc.edu.
RTC recommends that documents are submitted in person at the Enrollment Services desk OR uploaded to ctcLink. Students who are uncertain of what documentation to complete, contact the Residency Officers at residency@rtc.edu.
